Sanctions put the squeeze on Iranians

Leila is getting pretty good at playing Angry Birds on her imported iPhone. Sitting behind her desk in an idle travel agency in central Tehran, she often has nothing better to do these days.

"As you can see, business isn't so good," she says, gesturing at the drab, empty office.

"Last summer, I was constantly on the phone arguing with customers why there were no last-minute tickets available. Now, on a good day -- if we're lucky -- we might barely get to sell to capacity on a flight."

Leila is a 26-year-old with a mechanical engineering degree who is overqualified for her job. Like other Iranians interviewed for this story, she declined to give her last name.

She is one of a legion of young Tehranis whose struggle to stay in Iran's middle class is becoming increasingly more difficult because of the country's economic straits made much worse by EU and US sanctions.

Travel is one of the first luxuries the middle class is sacrificing.

"It's the price of the dollar. A lot of people can't afford to travel as frequently," Leila says, explaining that tour prices have doubled since a year ago and the number of travellers has fallen to a third.

Iran has been losing ground in its constant battle to keep a lid on inflation after its currency, the rial, lost more than half of its value against the dollar over the past year, a slide accelerated in the first few days of 2012 after the sanctions were announced.

Iranians travelling abroad often have no access to internationally accepted credit cards because of sanctions restricting financial transactions.

Instead, they have to take dollars in cash -- and are restricted to some 1,000 dollars a year at the official bank rate of 12,260 rials to the dollar, instead of the much pricier 20,000 rials found with street money-changers.

Many Iranians are divided between blaming the West or their own government's economic policies for their predicament.

A 2010 decision by President Mahmoud Ahmadinejad to scrap subsidies for fuel and other basic needs, tempered by cash hand-outs to most of the population, is pointed to by some as a key driver of inflation, officially at 20 percent but put by independent analysts at much higher.

Ardeshir, a 60-something former artillery officer in the 1980-1988 Iran-Iraq war, says "the world powers are bullying us" over Iran's nuclear programme, which is generally supported by the population.

But the veteran, who now makes ends meet by driving a scuffed Kia for a private taxi service, also has some criticism for the provocation Ahmadinejad frequently lobs at the West and Israel.

"Since Mr Ahmadinejad started that fiasco about the Holocaust -- saying it didn't exist, that it was a myth -- he gave them a convenient excuse," he says as he inches forward in the city's brutally dense traffic.

The United States and its Western allies "now say Iran wants to build a bomb and use it to destroy Israel," he says, deliberately moving his knee injured in the war. "It's a dilemma really. I despise bullies, but I don't know if I should be angry with the statesmen pulling the strings or not.

"Now, I have to work for 12, sometimes 15, hours a day if I want to continue to pay for my daughter's university fees," he says angrily.

Manijeh, a 43-year-old housewife in an obligatory long coat and Islamic headscarf, spreads three big, hot-out-of-the-oven pieces of bread to cool on a wooden board outside a traditional bakery.

"The bread is more expensive, cheese is more expensive, and so is milk," she complains.

"It is because of the sanctions," she states decisively.

"I have to cut on expenses that now seem, well, luxurious," she says. "We used to have (the imported chocolate and hazelnut spread) Nutella present at breakfast every morning. My six-year-old daughter loves it. But now I buy it only once a month."

As the cost of even staples weighs ever more heavily, complaints are rising to the ears of Iran's politicians, where they fuel factional in-fighting.

Parliamentary speaker Ali Larijani, a vocal critic of Ahmadinejad, said this month the rising prices were causing "psychological problems" for society.

"If a sound plan existed, the situation of our economy would be different, considering the resources in our country," he said.

Iran's reliance on its oil exports to fund its economy is taking a blow this week, with US sanctions punishing foreign companies doing business with Iran's central bank unless exemptions are granted, and an EU embargo on Iranian crude.

The measures will tighten an already draconian sanctions regime drawn up by the UN Security Council and Western governments that is aimed at persuading Tehran to abandon the most sensitive part of its nuclear programme: uranium enrichment.

Tehran, which insists its nuclear programme is exclusively peaceful, insists it will forge ahead with its atomic activities with even more determination, to show that the sanctions are pointless as a tool of leverage.

But despite repeated assertions by Iranian officials that sanctions are bound to fail, central bank chief Mahmoud Bahmani admitted Friday the rial devaluation was affected by the punitive measures, the ISNA news agency reported.

Rex Tillerson acknowledges man-made global warming in speech, but says society will adapt to climate change

ExxonMobil chief executive, Rex Tillerson, has said fears about climate change, drilling and energy dependence are overblown.

In a speech on Wednesday, Tillerson acknowledged that burning of fossil fuels is warming the planet, but said society will be able to adapt. The risks of oil and gas drilling are well understood and can be mitigated, he said. And dependence on other nations for oil is not a concern as long as access to supply is certain, he said.

Tillerson blamed a public that is ?illiterate? in science and maths, a ?lazy? press, and advocacy groups that ?manufacture fear? for energy misconceptions, in a speech at the Council on Foreign Relations.

He highlighted that huge discoveries of oil and gas in North America have reversed a 20-year decline in US oil production in recent years. He also trumpeted the global oil industry?s ability to deliver fuels during a two-year period of dramatic uncertainty in the Middle East ? the world?s most important oil and gas-producing region.

?No one, anywhere, any place in the world has not been able to get crude oil to fuel their economies,? he said.

In his speech and during a question-and-answer session afterwards, he addressed three major energy issues: climate change, oil and gas drilling pollution, and energy dependence.

Tillerson, in a break with predecessor Lee Raymond, acknowledged that global temperatures are rising. ?Clearly there is going to be an impact,? he said. But he questioned the ability of climate models to predict the magnitude of the impact. He said that people would be able to adapt to rising sea levels and changing climates that may force agricultural production to shift.

?We have spent our entire existence adapting. We?ll adapt,? he said. ?It?s an engineering problem and there will be an engineering solution.?

Andrew Weaver, the chairman of climate modelling and analysis at the University of Victoria in Canada, disagreed with Tillerson?s characterisation of climate modelling. Weaver said modelling can give a very good sense of the type of climate changes that are likely, and that adapting to those changes will be much more difficult and disruptive than Tillerson seems to be acknowledging.

Steve Coll, author of Private Empire: ExxonMobil and American Power, said he was surprised Exxon would already be talking about ways society could adapt to climate change when there is still time to try to avoid its worst effects. Also, he said, research suggests that adapting to climate change could be far more expensive than reducing emissions now. ?Moving entire cities would be very expensive,? he said. Legislation or regulation that would help slow emissions of global warming gases would likely lead to lower demand for oil and gasoline, and could reduce Exxon?s profit.

Tillerson expressed frustration at the level of public concern over new drilling techniques that tap natural gas and oil in shale formations under several states. He said environmental advocacy groups that ?manufacture fear? have alarmed a public that doesn?t understand drilling practices ? or maths, science or engineering in general. He blamed ?lazy? journalists for producing stories that scare the public but don?t investigate the claims of advocacy groups.

Drilling for oil and gas will always involve risks of spills and accidents, he said., but those risks are manageable and worth taking because they are small given the amount of energy they produce.

Drilling in shale formations, he said, only poses a small risk to those living nearby. It is neither life-threatening nor long-lasting and can be controlled in the event of an accident.

Drillers force millions of gallons of water mixed with sand and some hazardous chemicals into shale formations. The technique breaks up rock and creates escape routes for oil and gas. If the drilling wastewater is not treated properly or if it seeps through cracked drilling pipes, it could contaminate drinking water.

The industry?s biggest challenge, he said, is ?taking an illiterate public and try to help them understand why we can manage these risks?.

Tillerson made a distinction between energy security and energy dependence. He said that energy security ? making sure that the economy has access to energy ? is crucial.

But he said access to energy is not in peril. ?Some of the fears around energy security are not well founded,? he said.

The quest for energy independence, though, is misguided, he said. It doesn?t matter where the US gets oil because crude is priced globally. Even if the US used only oil from north America, a disruption in the Middle East would increase global prices, hurt the US and global economies, and force Americans to pay more at the pump.

Even if the US no longer needed Middle Eastern oil, it would likely want to play a major role in helping maintain the region?s security, Tillerson said.

FishPi sets course for the open sea, captained by a Raspberry Pi

Raspberry Pi's journey to reach owners has been a lengthy one, but Greg Holloway is preparing to send his board on a longer voyage -- one across the Atlantic. Nestled inside a tupperware tub, the RaspberryPi is the brains of FishPi, an autonomous vessel -- guided by GPS and a compass -- that measures 20 inches from bow to stern. Currently in proof-of-concept form, the craft uses a 40 mm rotating propeller and draws juice from batteries powered by a 130 watt solar panel. Producing kits for students, enthusiasts and professionals is the goal of the project, but testing and development are still on the docket. It isn't hard to get an Android 4.0 phone under $200 if you're willing to sign your life away with a contract. Getting one that's worthwhile at that same figure contract-free, however, requires some jumping through hoops. MediaTek must be an acrobat, as it just released the MT6577, a chip design for the most entry level of smartphones. The part's frugal focus doesn't keep it from stuffing in a dual-core, 1GHz ARM Cortex-A9 processor, a PowerVR SGX series 5 for graphics and an HSPA modem for 3G. Those specifications would only have been cutting-edge in 2011, but they're very speedy for a starter device in 2012 -- fast enough to drive Google's OS on a 720p screen while supporting 1080p video. The MT6577 is a drop-in replacement for its MT6575 ancestor, and it's accordingly going to be used very quickly by "leading global customers" this summer. Knowing MediaTek's most recent clients, that could soon lead to a sea of very affordable phones from Gigabyte, ZTE and others that have no problems eating an Ice Cream Sandwich.

One-stop-benefits-shop available for Washington County seniors and veterans

HILLSBORO, Ore. -- Approximately 60 percent of veterans, seniors, and persons with disabilities are not receiving the benefits to which they are entitled. The result may be poor nutrition, past due medical bills, and utility shut-offs. Washington County's Benefits Enrollment Center, a program of Disability, Aging and Veteran Services, is a one-stop-benefits-shop that can help.

In the past year, the Center has screened more than 500 people for eligibility for food stamps, property tax relief, Medicaid, home energy assistance and other programs. The day-to-day work of the Center is completed almost entirely by volunteers who meet with individuals where it is most convenient for the person seeking help. ?

"Most of the time people don't know what benefits are available to them or they can't make it to an office," said program coordinator Linda Sneddon. "Paperwork and documentation can be difficult. This program removes barriers for many of these people."

In a thank you letter, a client's daughter wrote, "Without your intervention, my parents wouldn't be receiving attention to critical services needed. It will be great to begin accessing services and living beyond a crisis stage. One year of crisis is more than enough. I believe the services people have shared with us reflect a nicer quality of life for my family."

International Development - Grants And Contracts Finance Officer

Plan International USA is seeking qualified candidates for a Grants and Contracts Finance Officer in Washington, DC. The Financial Officer?s primary focus will be in the area of the Global Fund (GF), the Global Sanitation Fund (GSF), and other multilateral donors.? The Finance Officer will serve as back-up for U.S. Government grants and contracts financial management.? This position will support Plan International USA?s efforts in ensuring accurate grants financial tracking, recording and reporting to donors,? as well as ensuring the organization?s compliance with grants and contracts financial reporting requirements. The Finance Officer will pro-actively identify finance training needs within the organization and will create and deliver training sessions to Plan International USA and the Country Offices. The Finance Officer will play a key role in establishing necessary financial and accounting systems and procedures.

Responsibilities:

The Grants and Contracts Finance Officer will be responsible for Financial Reporting prior to report submission to the Global Fund by the Country Offices, thoroughly reviews the financial information in the periodic Progress Updates/Disbursement Requests (PU/DRs) for the assigned Global Fund awards. As well as:

  • Provide periodic in-country finance and compliance assistance tied to grant implementation milestones (PU/DRs, SR Assessments and Monitoring & Evaluation, Financial Reviews, Grant Renewals and Negotiations);
  • Monitors spending performance of all multilateral donor grants, ensures that all financial reports are filed with the applicable donor on a timely basis;
  • Creates financial reporting templates and trains field office staff in their use.
  • Requests and monitors receipt of monthly financial reports from Country Offices, Regional Offices, Plan international USA and Plan?s International Headquarters;
  • Reconciles field office general ledger reports with the Grants Tracking System (GTS).
  • Prepares financial reports for assigned U.S. Government grants (including but not limited to Standard Form 425) and for grants where Plan International USA is a sub-recipient of federal funds.?
  • Prepares any required ad hoc reports for donors?e.g. IQC requests for financial information, USAID mission requests for financial information, pipeline analysis, etc.;
  • Prepares and maintains internal documents to support donor financial reports;
  • Reviews Plan International USA financial documentation for compliance?e.g. costs charged to grants and contracts including travel expense reports, consultant agreements, personnel allocation (time) sheets, etc.;
  • Ensures that all financial reports are filed in a designated central location.

Implementation:

  • Supports the Program Manager and field office staff on the project budget management throughout the life of the projects;
  • Reviews ?burn rate? on projects;
  • Assures appropriate explanations for variances on budget versus expenditure reports and notifies the Program Manager of any financial issues;
  • Works closely with the field to resolve any financial related issues and follows up on open points to ensure they are resolved;
  • Maintains up-to-date, accurate financial records on all grants in the field which credit Plan International USA for revenue;
  • Maintains up-to-date grant and contract files and assures appropriate documents are available?e.g. pre-approvals, agreements, sub-agreements, modifications, correspondences with the donors, etc.;
  • Ensures the completion of closeout process for grants and contracts.
  • Supports the Program Manager and field office staff on the project budget management throughout the life of the projects;
  • Tracks project expenditures and fund availability, and reviews requests for funds;
  • Prepares budget modifications as necessary and request increases in the Obligated Amount when required;
  • Supports the Country Office preparation for annual Global Fund audits;
  • Reviews internal and external audit reports and recommends solutions to audit findings;
  • Assists the project team in negotiations for Phase II of Global Fund projects.

Training:

  • Supports field finance staff in the areas of fiscal management and financial reporting on Global Fund, Global Sanitation Fund, other multilateral donors and U.S. Government grants and contracts.
  • Participates in start-up workshops for new projects.
  • Liaises with the Program Manager to identify field staff training needs to increase their capacity to manage Global Fund, Global Sanitation Fund,other multilateral donors, and U.S. Government funds.
  • Working with the Program Manager, troubleshoots unforeseen problems in Country Offices, provides and implements solutions, and creates systems to ensure that the problems do not reoccur.

Qualifications:

  • Bachelor?s Degree or its international equivalent in Business or related field, preferably in Accounting or Finance.
  • 5+ years experience within a broad range of accounting and financial functions.
  • Not-for-profit accounting experience.
  • Experience in accounting and reporting on the Global Fund, Global Sanitation Fund, other multilateral donors and U.S. Government grants and contracts, especially USAID.
  • Knowledge of Global Fund policies and procedures, reporting requirements and operating mechanisms
  • Experience working with other multilateral donors, such as the World Bank, and GSF.
  • Familiarity with U.S. Government rules and regulations, particularly USAID Regulation 22 CFR 226, 22 CFR 228, the Federal Acquisition Regulations (FAR), and OMB Circulars A-110, A-122, and A-133.
  • Thorough knowledge of and experience with financial reporting, especially with regard to U.S. Government and the Global Fund.
  • Knowledge of U.S. generally accepted accounting principles (GAAP) and financial accounting standards.
  • Previous experience working with field staff preferred.
  • Appreciation for deadlines and adherence to project plans.
  • Positive attitude, desire to be a part of a diverse team, and commitment to Plan International USA?s mission.
  • Ability to maintain confidentiality of financial and other sensitive information.
  • Capacity to work under pressure, to prioritize multiple tasks, and to meet inflexible deadlines

When Jodi Jaecks, a breast cancer survivor who underwent a double mastectomy, decided she would try swimming in order to achieve the level of physical fitness she had before she started chemo, she ran into a bit of a problem ? there weren?t any swimsuits that fit her comfortably. Not one to be deterred, she ditched the idea of finding a comfortable suit and decided to swim topless instead.

But before that, when she found the tell-tale lump in her right breast, a photo of a?breast cancer survivor who had a double mastectomy ultimately led her to the decision to have both of her breasts removed:??It?s such a powerful image. She?s so healthy and fit. It showed me I could be in shape again. I could be happy again,? she said, citing the feeling of empowerment it gave her to undergo the mastectomy in lieu of removing the lump and waiting for the cancer to possibly resurface.

However, when Jaecks decided to pursue swimming in order to recover her fitness left devastated by chemotherapy, she couldn?t find any comfortable bathing suits that didn?t hurt her scars.??They felt absolutely horrible,? she said, even the rash guards and?triathlon?tops she tried on. Resolved to swim, Jaecks ultimately gave up looking for a top and petitioned?the Seattle Parks and Recreation Department for the ability to swim topless instead.

Initially, the answer was no. The requirement of ?gender-appropriate clothing??was a ?long standing policy that had been in effect for a lot of years and it had never really been challenged,? said Dewey Potter, the communications manager for Seattle Parks and Recreation. But after a Seattle weekly newspaper ran a photo of Jaecks topless, the parks department changed their mind, stating that they would ?allow this woman to swim and look at further cases one by one.?

Although she was ultimately approved to swim topless, the decision does not rest entirely well with Jaecks:??I didn?t want this to be personal. I thought it was a bigger political issue?I?ve been thinking since yesterday?if I want to approach the parks department personally again to see if I can have a meeting with them to try to sway them to try to make it more of a policy decision instead of just unique to me,? she said,?determined?to pave the way not just for herself, but for all women who had a double mastectomy without reconstructive surgery.

Beyond shedding a light on the plight of breast cancer survivors, her story raises a few questions: Why enforce gendered rules across the board to begin with, especially considering that many?women do not have breasts? Why are breasts intrinsically sexual objects unless they succumb to breast cancer? Although there may not be a radical change in clothing policy at the Seattle public pools anytime soon, thanks to Jaecks, a few small steps may be in the works:??We?d like to hear from people who have had surgeries and hear what they think might be an appropriate approach and listen to that and possibly shape a policy out of that,? Dewey said. ?But in the meantime we will look at the policy case by case.?

NFL denies witness retractions in bounty probe

(AP) ? The NFL denies accusations it covered up retractions made by key witnesses in its bounty investigation, or that Commissioner Roger Goodell has placed gag orders on Saints employees and others who could help punished players clear their names.

Lawyer Peter Ginsberg, who represents suspended Saints player Jonathan Vilma, made the accusations when punished players appeared earlier this week for an appeal hearing, a full transcript of which has been obtained by The Associated Press.

NFL spokesman Greg Aiello says claims of a gag order are "completely untrue," and that no potential witnesses were instructed by the league to stay away from Monday's hearing.

The transcript also shows that the NFL Players Association formally asked Goodell to recuse himself from ongoing appeal proceedings, contending that he is incapable of ruling "without the appearance of bias."

"The commissioner has publicly appeared on television and in other (forums) defending the discipline," NFLPA attorney Jeffrey Kessler said. "We would ask that the commissioner step down, to the extent that these proceedings continue, as the decision maker and that a neutral decision maker be appointed in his place."

The early portions of the transcript detail a series of verbal jousts that Ginsberg sought to deliver to the commissioner before leaving the appeal hearing early in protest.

In discussing witnesses he has been unable to speak with, Ginsberg told Goodell, "You have made threats to keep them from talking to us. You have refused to have them even participate in today's proceedings."

Ginsberg and the NFLPA had asked the NFL to compel several witnesses to appear at the appeal hearing, including Saints head coach Sean Payton, assistant head coach Joe Vitt, general manager Mickey Loomis, former defensive coordinator Gregg Williams, and former defensive assistant Mike Cerullo.

While the NFL declined to require anyone to attend the hearing, Aiello said the players and their representatives "were free to bring any witnesses of their choosing, including any coaches if they agreed to appear."

Ginsberg further asserted that Williams and Cerullo offered retractions of some of their initial statements to the NFL in the investigation, and that the league has neglected to share that information. Aiello denied such retractions were ever made.

Ginsberg also accused the NFL of distorting evidence introduced at the appeals hearing, including an email from marketing agent Mike Ornstein to Williams, who the NFL says ran a bounty program from 2009 to 2011.

In the email, Ornstein tells Williams he gave him "1,500 last week, I will give you another 1,500 the next four game (sic) and the final 2,000 the last 4." Ginsberg asserts that the NFL included the email as evidence even after Ornstein told Goodell the email related to a Gregg Williams charity.

The NFL declined to comment beyond its assertion in Monday's hearing that the total amount of money the email discusses ? $5,000 ? matches the amount listed next to Ornstein's name on a note outlining pledges made as "seed money" to a performance incentive pool that rewarded big plays as well as injurious hits.

Ginsberg told the commissioner he imposed a "misplaced punishment" which "cast a shadow not only on Mr. Vilma personally and professionally, but, I dare say, on the NFL and on the office of the commissioner in engaging in these proceedings."

He then concluded his statement by urging Goodell to "rescind any punishment against Mr. Vilma and to apologize in public for what you have done."

Not long after making those statements on the record, Ginsberg, who is also representing Vilma in a separate defamation lawsuit against Goodell in federal court in New Orleans, left the hearing with Vilma in protest, They did not return for an afternoon session.

Later in the hearing, Kessler said the remaining three punished players ? Saints defensive end Will Smith, Green Bay defensive lineman Anthony Hargrove, and linebacker Scott Fujita ? would listen to the remainder of the hearing, but would decline to participate because they believed the proceeding lacked elements required to meet the standard of a "fair hearing" under the NFL's current labor agreement.

"The essence of that hearing contains certain matters that are being denied to the players here," Kessler said. "In particular, we're not being given the opportunity to confront and cross-examine the actual witnesses who have evidence on this."

Kessler made an additional point that the NFL has already stated publicly that Williams, the defensive coordinator, ran the Saints' incentive pool, and that punishing employees for something their employers instructed them to do is "contrary to established legal principles."

The NFL continued its portion of the hearing in which it reviewed evidence against the players.

Goodell did not recuse himself and it did not appear he would consider doing so after league attorney Adolpho Birch responded to Kessler that an arbitrator already ruled Goodell has the authority to hear the appeal.
