(AP) ? Should marijuana be treated like alcohol? Or should it remain in the same legal category as heroin and the most dangerous drugs? Votes this week by Colorado and Washington to allow adult marijuana possession have prompted what could be a turning point in the nation's conflicted and confusing war on drugs.

Colorado's governor and attorney general spoke by phone Friday with U.S. Attorney General Eric Holder, with no signal whether the U.S. Justice Department would sue to block the marijuana measures. Both states are holding off on plans to regulate and tax the drug while waiting to see whether the Justice Department would assert federal authority over drug law.

Meanwhile, prosecutors in Washington's largest counties dropped all pending misdemeanor cases of marijuana possession Friday in response to that state's vote to legalize the drug.

The Obama administration has largely turned a blind eye to the 17 states that currently flout federal drug law by allowing people with certain medical conditions to use pot, something that is banned under federal law.

A spokesman for Colorado Gov. John Hickenlooper said during Friday's talks, state officials asked Holder for the federal government's response to the marijuana vote but didn't get one.

The Colorado officials "emphasized the need for the federal government to articulate what its position will be. ... Everyone shared a sense of urgency and agreed to continue talking about the issue," spokesman Eric Brown wrote in an email. No date for further talks was announced, he said.

Hickenlooper opposed the ballot measure and has downplayed the likelihood of a commercial marijuana market materializing in Colorado. "If it's still illegal under federal law, I can't imagine that 7-Eleven is ever going to sell it," he said earlier this week.

Denver prosecutors are still reviewing pending marijuana possession cases in Colorado's largest city, and Denver City Attorney Doug Friednash said it was too soon to say whether small possession cases would be tossed.

But Friednash said the marijuana vote "obviously creates an issue with respect with even obtaining favorable verdicts in these cases."

In Washington state, a spokesman for Gov. Chris Gregoire said this week that Gregoire would respect the will of the people.

"We are entering uncharted waters and many questions lie ahead as we work to implement this law," said spokesman Cory Curtis. "Because marijuana is still illegal at the federal level, we are unsure how the federal government will proceed."

Earlier this week, Justice Department spokeswoman Nanda Chitre said enforcement of the federal Controlled Substances Act remained unchanged.

"In enacting the Controlled Substances Act, Congress determined that marijuana is a Schedule I controlled substance," Chitre said. "We are reviewing the ballot initiative and have no additional comment at this time."

Chitre declined to comment after Holder spoke with the Colorado officials.

If Colorado's marijuana ballot measure is not blocked, it would take effect by Jan. 5, the deadline for the governor to add the amendment to the state constitution. The measure allows adults to possess up to an ounce of marijuana, and six marijuana plants, though public use of the drug and driving while intoxicated are prohibited.

Colorado's measure also directs lawmakers to write regulations on how pot can be sold, with commercial sales possible by 2014.

In Washington state, marijuana possession of an ounce or less would become legal on Dec. 6 if the measure is not blocked, though setting up a state-run sales operation would take a year.

Marijuana business owners gathered in Denver for a two-day conference cheered the votes ? but kept a close eye on their smartphones for word of a federal response.

Denver attorney Robert Corry told the crowd at the National Marijuana Business Conference that President Barack Obama sent a signal about marijuana when he made a record number of campaign visits to the battleground state this year and never talked about the marijuana vote.

"Silence equals consent. The time for the federal government to talk about marijuana legalization is over. The election has passed," Corry said to applause from the crowd. "Marijuana got 50,000 more votes than Obama on Tuesday. Don't think they didn't notice that."

But Corry quickly added that the federal marijuana approach will ultimately decide the question.

"Let's face it: the federal government is a fearsome force. They have the guns, they have the jails, they have the power," he said.

Personal Bankruptcy: Use These Tips To Help You Get Through It ...

TIP! A good tip when it comes to personal bankruptcy is to reconsider having a divorce, if you are finding yourself constantly in a hard financial situation. It is not uncommon for individuals to seek a divorce only to immediately file for bankruptcy due to unforeseen financial difficulty.

Those who face personal bankruptcy sometimes feel negative emotions, like anger. Those who find the need to file often worry about how they will be able to pay debts and live their daily life. As the following article explains, options do exist for those facing financial difficulty.

TIP! An understanding of your rights is important before filing for bankruptcy. Do not take debt collectors at their word when they tell you that a specific debt can?t be discharged through bankruptcy.

In the event your bankruptcy case gets dismissed due to your own error, it is possible to re-file. However, be aware that the normal stay after a dismissal is 30 days after filing. You can avoid these errors by verifying all your information before it is submitted to the court.

TIP! You must be entirely candid when it comes to declaring assets and obligations in your bankruptcy petition. It is necessary to be open regarding both the positive and negative aspects of your financial life.

Make time to visit with family and friends during the bankruptcy process. The process of bankruptcy can seem brutal. This long and stressful process can leave a person feeling guilt ridden, unworthy and ashamed. There are a number of people who wish to go into seclusion while undergoing the process of personal bankruptcy. However, self imposed isolation will only make you feel even worse about the process and could even lead to depression. Therefore, it is important that you continue to spend quality time with your loved ones despite, in spite of your current financial situation.

TIP! Filing for bankruptcy does not mean that you lose all of your assets. Personal property is exempt from bankruptcy claims.

Creditor conversations are common when you are moving towards a bankruptcy. Get all agreements in writing when you come to terms with a creditor. If your creditors are willing to be flexible, this can make your bankruptcy go more smoothly, so make sure you have a paper trail.

TIP! An experienced bankruptcy attorney can guide you through the process successfully. Rest assured, however, that you can find an ample selection of qualified attorneys.

Make sure that your debts are eligible to be cleared before you file for bankruptcy. Student loans and a few other things though, will not be forgiven. If your debt is primarily made up of these types of debt, loan consolidation may be a better option than bankruptcy.

TIP! If possible obtain a personal recommendation for a bankruptcy lawyer instead of randomly choosing one. Don?t be taken in by some fly-by-night company that exists only to profit from the suffering of others.

Make sure that you have no other options besides bankruptcy, because it can affect your credit negatively. You may be able to arrange less onerous payment plans or reduce the total amount of debt you owe by working with your creditors. This could be a good way to avoid bankruptcy and protect your credit score. You might also consider consolidating all your debts into one loan.

TIP! Don?t take large cash advances from credit cards prior to filing since the debts will be eliminated from these cards. Doing so constitutes fraud.

Always research your situation and options before you move forward with filing a bankruptcy. Analyze your situation when it comes to debt as you determine which type of debt can be easily discharged under bankruptcy. Some debts, especially credit card purchases made in the 90 days before the filing that do not include essential purchases, may not be included in the bankruptcy. Bankruptcy laws may vary from state to state, so be sure that the laws you study are the ones that are applicable to you and your state.

TIP! As bankruptcy appears on the horizon, don?t take your savings or retirement accounts to try to pay off all your bills. Don?t touch retirement accounts unless you don?t have a choice.

To rebuild your credit after filing for bankruptcy, try opening new credit lines. When you have bad credit this can be hard, but there are options available to you like secured credit cards. If you get a regular, unsecured card, you may end up paying astronomical interest rates. You will be better able to obtain loans and other forms of credit if you actively rebuild your credit and keep it in good standing.

TIP! Try applying for a new line of credit or credit card to start building up your credit history after a bankruptcy. You may not have unsecured credit options; however, secured cards can be a workable plan.

If you are about to file for bankruptcy, then make sure you hire a lawyer. Bankruptcy can be highly confusing and stressful, and you need an unbiased partner who can help simplify the process. A bankruptcy attorney can help yo,u and make certain you can do things the right way.

TIP! If you are concerned about keeping your car, check with your attorney about lowering the monthly payment. In many cases, Chapter 7 bankruptcy can lower your payments.

With any luck, this piece has shown you that financial roadblocks are not necessarily the end of the world. It can be daunting, but you can do it. Remember these tips so you can dig your way out of debt

The Success Equation: Untangling Skill and Luck in Business, Sports, and Investing
by Michael J. Mauboussin

"Much of what we experience in life results from a combination of skill and luck," writes Michael Mauboussin. The trick, of course, is figuring out just how many of our successes (and failures) can be attributed to each, and how we can learn to tell the difference ahead of time. But imagine what we could accomplish if we were able to tease out these two threads, examine them, and use the resulting knowledge to make better decisions. In Success Equation, Michael Mauboussin helps to untangle these intricate strands to offer the structure needed to analyze the relative importance of skill and luck.

Also check out the new paperback edition of Michael Mauboussin's Think Twice.

Managing Global Innovation: Frameworks for Integrating Capabilities around the World
by Yves L. Doz and Keeley Wilson

In today's global economy, it would be short-sighted to rely solely on local resources for new-product innovations. Instead, knowledge and activity critical to innovation most likely lie outside your company's home territories ? sometimes far outside. And this distance makes it harder than ever to obtain and integrate these resources, eating away at your competitive edge. How to tackle this challenge? In Managing Global Innovation, INSEAD's Yves L. Doz and Keeley Wilson show you how to build and leverage a global innovation network.

Building a Growth Factory
by Scott Anthony and David Duncan

Even the best-performing companies eventually stall. Sustaining momentum ? and remaining a great growth company ? takes a system. Scott Anthony and David Duncan call this system a Growth Factory, and in this HBR single they highlight the four main components that make innovation repeatable and reliable with real examples from inside P&G, Citi, and even their own firm, Innosight.

Mexico charges agents for trying to kill CIA men

(AP) ? Mexican prosecutors have charged 14 federal police officers with trying to kill two CIA officers and a Mexican navy captain in an August ambush south of the capital city.

In its Friday statement, the Attorney General's Office doesn't state a motive for the attack. The police officers have been charged with attempted homicide.

The statement says the police officers were off-duty and driving private vehicles when they opened fire 152 times on the U.S. Embassy vehicle carrying the CIA officers and navy captain. The targets were heading to a military training camp when they were injured in the attack.

The Mexican officers have spent nearly 80 days in a form of house arrest Mexico uses in organized crime cases.

Warsaw and Wit sizzle at Soka | wit, composer, well - Entertainment ...

The Warsaw Philharmonic Orchestra stopped by the Soka Performing Arts Center in Aliso Viejo on Wednesday night to open up the venue's Symphony Series for the season. Antoni Wit, the ensemble's longtime artistic director and a stalwart in Polish musical life, was on the podium. The latest winner of Warsaw's famed Chopin Piano Competition came along as soloist. And though the program was on the routine side, it was played with such winning style it was hard to object to it.

The exception to the routine agenda was the opening work, the "Little Suite" by Witold Lutoslawski, from 1951. I cannot remember ever hearing a professional ensemble play anything by this great composer in Orange County (he's been well-represented in L.A.). Chalk it up to conservative musical tastes ? for Lutoslawski did become a member of the daring avant-garde ? but the "Little Suite" wouldn't hurt a fly.

Pianist Yulianna Avdeeva performs with the Warsaw Philharmonic at the Soka Performing Arts Center.

It belongs to a period in the Polish composer's life when he was staying out of trouble behind the Iron Curtain. Authorities had denounced his First Symphony as "formalist" and the composer, for a time, took a safer route.

The "Little Suite" is an orchestral treatment of four Polish folk melodies, done with considerable imagination and humor. There is some metrical gaming, some harmonic spice and a fresh, piquant orchestration, but the melodies are always cared for. You hear a composer getting away with what he can, but also respecting the populist/socialist dictums of his overlords. It's a neat trick. Wit and the orchestra (champions of the composer's music) played it with elegant ease, tossing it off lightly, neatly, vigorously.

Founded in 1901, the Warsaw Philharmonic is considered one of Poland's best. Wednesday it sounded well drilled and brilliant in tone. The orchestra doesn't go in for the behemoth German blend, but instead displays a certain rusticity and vibrancy, each instrument heard separately and brightly. The strings are a cogent unit; the woodwinds pungent but airy. The brasses have a nice zesty zing; the French horns, especially, don't fool around.

Wit showed himself to be a diligent and intelligent musician. His stick technique is basically spare and clear; he needs a reason to get riled up. But he seems to know every corner of the music at hand, and can control its movement, expression and coloring at all times. He is a delight to watch and listen to.

Yulianna Avdeeva, the latest winner of the Chopin Competition (in 2010), performed Chopin's Piano Concerto No. 2 in F minor. Wow, she seems to have it all. This was a commanding reading, gloriously rich in tone, voluptuous of phrase, and argued seamlessly. There was plenty of fantasy in it, but it was never self-indulgent. Instead, every element, every half-tint, every ornament and grand oration fit into a well-integrated mosaic. Wit and the ensemble followed her flights closely and gave lightness and point to the composer's sometimes leaden orchestration.

Dvor?k's Symphony No. 8 closed the program. Wit and the orchestra's performance was well lived in, unforced and never dawdling, making its points naturally and eloquently. Wit enforced propulsive accents and forward-leaning lyricism. His rhythmic sense gave everything strong momentum and reason. The sunny and sizzling textures were always entertaining.

In the new hall opened just last year, Soka University is ramping up its symphony series and its classical music offerings in general. Word may not be out yet. Or maybe there's not enough of an audience for this type of thing in South County. At any rate, Wednesday's concert was half empty.

The encores were a stylish and potent Brahms Hungarian Dance No. 5 and "something special" (Wit's words) in honor of our Election Day and new president: "The Stars and Stripes Forever." Nice touch.

Know your political meme: #Hillary2016

Once again, Diane Sawyer helped to lead ABC's Election Night coverage, and once again, she appeared entirely intoxicated while doing so. At least, that's what Twitter thought. As the last of the polls closed on Tuesday night,?"Diane Sawyer" became a trending topic and not in a good way. John Gruber who runs the blog Daring Fireball tweeted, "Swear to god, Diane Sawyer is drunker than I am." The popular 90s band They Might Be Giants chimed in, "And?Diane Sawyer?declares tonight's winner is... ...

(AP) ? A Las Vegas resort criticized for a suggestive ad campaign promoting Guns N' Roses shows is apologizing for the flap and changing the artwork.

Ads for the band's four-week run at the Hard Rock Hotel & Casino depicted a disheveled woman who appeared to be sexually assaulted beneath the "Welcome to Las Vegas" sign.

The artwork came to the attention of county commissioners after they temporarily renamed a street Paradise City Road in honor of the band's famous song.

Rape crisis groups decried the campaign, saying it glorified domestic violence and could re-traumatize victims.

The Hard Rock issued a statement saying it regrets that the campaign offended members of the community, and it started modifying the ads Friday.
